Crude Oil comes from wells, not nodes, and they are spread wider than any ore. Feybreak has the most, 65 of the 185 we map, then Twilight Dunes (31), the Outlying Isles (28), Sakurajima (27) and Mt. Obsidian (26). Pick the well nearest your endgame base.
A pickaxe does nothing here. Build a Crude Oil Extractor on a well: it unlocks at Technology Lv 50, costs 125 Pal Metal Ingot and 25 Circuit Board, and runs on power rather than on an assigned Pal. Sootseer, Kikit and Maraith drop Crude Oil too, but only 1 at a 50% rate, so none of them replaces an extractor.
