The short answer
Crude Oil comes from oil fields, and you extract it by placing a base with a Crude Oil Extractor on top of one rather than mining it by hand. Our map plots fields across seven regions — more spread than any other endgame resource — with Feybreak holding the most and Twilight Dunes, the Outlying Isles, Sakurajima and Mt. Obsidian all carrying real clusters. Three Pals also drop it at 50%: Maraith, Kikit and Sootseer, one each. It is what Wing Cell is made of.

Pick the field, not the ore
Because extraction is a base structure, the question is not which field has the most oil but which field you are willing to live next to. Duneshelter, Deserted Ash Plateau and Dry Sandy Beach carry the tightest clusters on our map — several fields close enough that one base covers more than one.
