The short answer
Crude Oil comes from oil fields, and you extract it by placing a base with a Crude Oil Extractor on top of one rather than mining it by hand. Our map plots fields across seven regions — more spread than any other endgame resource — with Feybreak holding the most and Twilight Dunes, the Outlying Isles, Sakurajima and Mt. Obsidian all carrying real clusters. Three Pals also drop it at 50%: Maraith, Kikit and Sootseer, one each. Six recipes consume it on paldb — Plasteel and Flamethrower Fuel long before Wing Cell.
