553 coal nodes are mapped across Palpagos Islands, and they are not spread evenly: 288 of them — more than half, and more than every other region combined — sit in Twilight Dunes. Verdant Brook is second with 114 and Mt. Obsidian a distant third with 57. The map below pins every one of them, so a coal run is a route rather than a search.
A Stone Pickaxe (Technology Lv 1) is enough to break a node; Metal comes at Lv 11, Refined Metal at Lv 34 and Pal Metal at Lv 44, and since 1.0 the higher tiers mine faster and return more coal per node. Coal itself is a bottleneck material rather than a goal: it feeds Refined Ingot and Carbon Fiber, and most late-game weapons and armour trace back through one of those two. Build a base inside the Twilight Dunes cluster and a Mining Pal will keep the chests filling while you play elsewhere.
