Yes, there are fixed weapons, and wands and bows are among them. The 1.0 files put 38 named weapons in one specific chest, on one skeleton, on the ground or on one enemy: 6 wands, 6 bows, 3 staves and 23 melee weapons, 22 of them Legendary. Hailscourge, the sword on the skeleton in Lone Thistle's graveyard, is one. Every one is a pin on the map above.
A fixed weapon is one the game places by hand: its home is a single container, so every world has it in the same spot. That is different from the weapons that drop from random loot, where the game rolls the item, the level and the rarity when you open the chest. The pins are the container's position; chest weapons are in a gold, silver or locked chest that may hold other loot as well.
The level of these weapons is not fixed: all but three scale with your world, like any loot weapon. Open a pin for its family, rarity, how to get it, the nearest named place and a link to the weapon page. The Lunar New Year items and the two Dimweald weapons in the Hollow Halls have notes in their popups.
The two families the question was about. Every row is one pin on the map: click Show on map to open it.

The game's random-loot file lists "special items": things it puts into a scene's container on purpose, each with the containers it can sit in. A weapon whose list names one container is in that container in every world; we joined that container to its placed object to get the position. Placed pickups whose own item list holds the weapon outright are the second source. 5 weapons come from pickups only, and they agree with the first source where both name the same weapon.
As a check, all 31 weapons the wiki marks "Lore Weapon" are in the list, and Hailscourge came out of the method without being named. Common-rarity finds (Wolf's Maw, Rusty Sword, Provisional Scythe), a torch, Explosive Powder Balls and the two lore shields are left out. 2 weapons lie inside a Hollow Halls interior, which the world map cannot draw, so their pins sit at the hall's entrance. Weapons carried by an enemy are placed at that enemy's spawn point; we have not watched the fights, so confirm the drop in play.
