Three reliable sources: drop them from 6 Grass-type Pals (Bristla + Flopie at 100%), buy them from a Wandering Merchant for 100 Gold, or farm the Ancient Ritual Site cluster at (-14, -293).

Floating Grass-type around forest zones. Lowest drop rate — skip unless you need the Pal for Watering tasks.
Wandering Merchants sell Wheat Seeds for 100 Gold each. There are 13 confirmed Wandering Merchant spawn points across Palpagos Islands.
Their stock refreshes between visits, so a single supply loop across several merchants can stack a meaningful seed pile fast. Pindrop's interactive map filters all merchant locations under the NPC category.
World coordinate (-14, -293) is the densest Wheat Seed spawn cluster in the game. 4-6 Bristla and Flopie spawn together — both 100% droppers.
The Meat Cleaver lets you butcher captured Pals at your base, triggering a second drop roll on top of the capture rewards.
Butchering uses up the Pal — only sacrifice duplicates you do not need for breeding or partner work.

The Wheat Plantation unlocks at Technology Tier 15. Build cost:
Assign a Pal with the Planting work suitability — Lifmunk, Cattiva, and Robinquill all qualify. Throw in a Watering Pal and a Gathering Pal to keep the wheat flowing into storage.
Once seeded, the plantation produces wheat continuously — you only need to restock seeds after a full reset.
