Wandering Merchants sell Wheat Seeds for 100 Gold each. They spawn near Small Settlements and fast-travel statues — 13 confirmed locations on Palpagos Islands. The closest to a fresh starter base is Wandering Merchant #2 — Windswept Hills, just south of the Small Settlement.
Each merchant carries 5-10 Wheat Seeds at any time. Buy out a single merchant, then warp to the next on the interactive map (NPC filter) to keep buying — stock restocks between visits.
World coordinate (-14, -293) hosts a dense Pal cluster of Bristla and Flopie that respawns each in-game day. The site sits between the Bridge of the Twin Knights fast-travel statue and the small lake to its north — easy to reach by Lv 10.
The Meat Cleaver (Tech Tier 12, 5 Wood + 5 Stone + 1 Ingot) butchers captured Pals for double drops — you keep the catch in the Pal Box and still pull a fresh drop roll from the butcher action.
Caveat: butchering kills the Pal permanently. Keep a few breeding stock in your Pal Box first.

The Wheat Plantation unlocks at Technology Tier 15 (2 Tech Points). Build cost:
Assign any Pal with the Planting work suitability — Lifmunk, Cattiva, Robinquill, Bristla itself, or any Grass-type base worker. One plantation produces wheat indefinitely.
The 3 Wheat Seeds you spend on the plantation are non-recoverable — bank ~15 Wheat Seeds before you build so you can both plant and keep stock for cake recipes.
Three reliable sources: (1) drop them from 6 Grass-type Pals — Bristla and Flopie at 100% rate, Robinquill / Robinquill Terra / Dinossom at 50%, Cinnamoth at 20%; (2) buy them for 100 Gold each from a Wandering Merchant — 13 confirmed spawn points across Palpagos Islands; (3) gather them from the Ancient Ritual Site Pal cluster at world coordinates (-14, -293).
Six Pals drop Wheat Seeds. Bristla and Flopie drop them at a 100% rate (Bristla 1-2 per kill, Flopie 1 per kill). Robinquill, Robinquill Terra, and Dinossom drop 1-2 at a 50% rate. Cinnamoth drops 1 at 20%. Bristla is the fastest farm — common rarity, found in groups, guaranteed drops.
Fastest farm: ride to the Ancient Ritual Site (-14, -293) where 4-6 Bristla and Flopie spawn together. Use a Meat Cleaver to butcher captured Pals for double drops. Each Bristla yields 1-2 Wheat Seeds at 100%. A 10-minute loop nets ~20 Wheat Seeds.
100 Gold per seed. Wandering Merchants restock between visits, so you can buy from multiple merchants in a single supply run. Pindrop's map lists all 13 Wandering Merchant locations under the NPC category.
The Wheat Plantation unlocks at Technology Tier 15. Build it at your base for 35 Wood + 35 Stone + 3 Wheat Seeds, then assign a Pal with the Planting work suitability — Lifmunk, Cattiva, and Robinquill all qualify. One plantation produces wheat continuously once seeded.
