You get the Pipe Pistol by crafting it at the Backpack, looting 36 kinds of container and buying it from traders. The recipe unlocks at Handguns level 1, raised by reading Handgun Magazine; crafted quality goes up at levels 2, 4, 6, 8 and 10.
