Skill points come from level-ups. Fast-XP routes: clear Shroud Roots (high XP per kill plus crafting drops), do Hollow Halls runs at your level (boss + interior mob bonuses), and complete Side Quests in the biome you're farming. Avoid grinding mobs below your level — XP scaling falls off.

Yes — visit your Flame Altar, pay a small resource cost (a few Goo + biome-tier materials), and all spent skill points reset. No level penalty, no cooldown beyond gathering the materials.
